Pretty sure she is just suggesting rewards for returning players, since atm there aren't.

Active players have been rewarded immensely lately with 3 Ribbons and Events that have given many crates and Previously EP events. Those that have been inactive last month has missed out on limited Ribbons. Any way I think this is fair, it's promotion for them.
