I'm confused by your question but what Kanadian meant in that highlighted text is that they're looking at the user's account history in the database to see if the user had been previously banned for cheating. It takes a while since they have to go through accounts one by one.

The GMS still look over the matches and anti-cheat files however in specific to the GM tournament only requiring recordings I think that's an easy way for people to get away with walling. Won't publicly state how as people will attempt to do it.
