But mercenaries also get rewards for their efforts as well!
From April 19th to April 30th, complete the following tasks in Search and Destroy to earn your rewards:Get 15 Kills on Port and receive Yellow Smoke (30 Days)
Play 10 Games on Ankara and receive a DE. Pink Crystal (30 Days)
Win 5 Games on Sub-Base and receive Black Muzzle Flame (1 Day)
Get 20 Kills on Mexico and receive AWM-Blue Crystal (30 Days)
Play 60 Minutes in Black Widow and receive Bag 5 (7 days)
So get out there and eliminate your targets, Mercenaries!
* Games must last at least 2 minutes and have 5 users in the room to count. All games must be finished for them to count.

There was an issue with distribution of crate tickets before and GM asked those who only got one to send ticket to support and you will get the remaining ones. However after that it was fixed, the issue regarding only one ticket distribution and when I done mine I got all five tickets as soon as I finished tasks.
So in your case and your friend, you will both have to send support a ticket each and they will look into it and give you any missing crate ticket. -

Patient is a virtue. You will get it as soon as they are in office. The important thing is to submit and wait for it, better than waiting for something that the GM is not aware about. -

Just finished and got only 1 crate ticket!
That's pretty rare, I've finished this event like a week ago and I received all (those 5 tickets included) as normal.
Sending a support ticket (like already was suggested) would be a reasonable action to do.
