You can see them in game. Just hit Reward List button.

Anyway, there are 2 kinds of permanents. Permanents you can get while playing normally, randomly, and permanents you have to purchase something to try to get them. Its Special Reward Key. 700 ZP per unit. You can also get some keys from achieving Defense master achievements 4th & 5th stage. You get one for 4th and another 5 for 5th.
Firstly, permanents that don't need any purchases
Just play, and if you are lucky you will get them.
ZM2
1- Shattered Station
*Swat-Elite (female char)
2-Shipyard
*Mech. Crab Claws (mele)
3- Battleship
*Swat-Camo (male char)
*Lightning Rod (mele)
ZM3
*STG-44 (Rifle) - All you need is to complete 1 game on Nightmare difficulty.
*Persona Blade (mele)
Secondly, permanents that need purchases
Complete a game and use the key you purchased. If you are lucky, you will get a permanent.
ZM2
1 Shattered Station
*M4-CQBR-Dual Mag-AP (rifle)
*MG3 Legendary Dragon (mg)
2- Shipyard
*L86 LSW-AP Dual Mag (mg)
3- Battleship
*L86 LSW- Pure Silver (mg)
Notes: In ZM2, no permanents on easy difficulty, only on Normal and Hard difficulties. In ZM2 Shattered Station, there's only 1 permanent Swat elite char, but on hard there's two. Its the same char, but just shown twice. Which means a higher chance to get the char when you play it on Hard I believe or its just a visual bug. Anyway, the higher the difficulty, the better the rewards.
You can win permanents that don't need purchases after completing the game mostly, but sometimes you might get it while killing zombies. Aim for big ones(Elite zombies in shattered station for example),head shots, keep a good score and combo. Blueprints don't reward permanents. Just 7 days of the item after combining. Combination might fail sometimes.
For ZM3 You only have a chance to get the permanent Persona Blade from either Special box or berserk boss box. Berserk box you get after beating any of the last 3 bosses on Nightmare difficulty,

Yes, you can win the items that don't need purchasing while killing zombies not just upon game completion.

I've seen people winning permanent Star-Elite from this box when Shattered Station was first released. I'm not sure about other ZM2 maps, but I believe its the same. So, try to get the best boxes for a better reward and higher chance on permanent. Just be careful. Don't focus too much on boxes and forget about defending.
Edit: I was told by MetalPizza that he submitted a ticket and they told him this won't happen. I guess it was there before but it can't happen now.
