How to get the good Samaritan ribbon exactly?

And how strong is the balloon hammer range and damage wise?

You need to be both active and helpful.
By active they mean, as I got it, to post regularly not now and then(Like 1 post today, another one in one week)..
You should take part in polls or reply to threads discussing something and so.
Helpful means, as I understood, that you should help people that need help. For example someone is asking about something that you know the answer for or has a problem and you can help. You should help him. If you have time, and you can. Why not?
However, you shouldn't help with an attitude.. Like helping someone and making fun of him or you are being rude.
You should follow the rules and avoid infractions.
Also, you need to be noticed by them.
By the way, you can lose the ribbon by doing the opposite.

In general, There are better weapons than Balloon Hammer. Like Kukri, Axe, Laser Dagger..etc.
Anyway,
for Balloon, the one in the shop is pretty weak.
You may not get 100 at many times using RMB -If you hit legs and sometimes chest too I believe.
You need 2 or 3 slashes using LMB. Depends on what part of the body you are aiming at. Its 2 on head and 3 on body I believe.
Other variants however, are stronger. 100 anywhere with RMB or two slashes on the rest of the body. Its 1 on head if the person isn't using a helmet. If he's then its 2 I believe.
If you are willing to spin for it I believe Thunderbolt Hammer is great. Its pretty fast, deals 100 using RMB on body and 1 slash on head-no helmet(BP). Also, 2 slashes on body not 3. You can find that crate in the Black Market, its Modern Set A crate.
Maybe Thunderbolt and UGS are the same. I dunno.

As for the Balloon Hammer question....

The GP version is fairly weak. It's left click slices takes a few hits to kill and it slices like a Keris. It's right click is more like a regular knife in that it CAN 1 hit but you have to hit head or JUST the right spot on the torso/back. As for range i'd say it's range is probably slightly longer than an axe but not much. It's right click is kind of slow as well.

As for the ZP Variants (Thunderbolt and Ultimate Gold) they're faster and do a bit more damage with both left clicks and right clicks. their right clicks can generally kill 1 shot unless the person you hit has armor. The Ult Golden one has been known to do damage in the 90s on torso hits occasionally against people with armor.

I'd advise not to use any version of it if you're playing seriously as it's right click takes some time to get used to and you'll likely miss a fair bit until you get the timing down good....however, it is fun to mess around with and they make a funny squeaking sound when they hit. (though the Thunderbolt version has a different 'lightning' like sound when it strikes.)
