I won the Winchester on my alt too and have yet to receive the ribbon. Maybe the Winchester is bugged and a win of it does not get registrated. Possibly, best thing to do, is wait for reply, I am sure we will get it. -
Well, if you folks haven't received it till now, odds are that secondary GP Crate Items do not count.
I was lucky enough to draw a Thompson.
This:
On St.Patrick's Day, March 17th if you win any permanent weapon from any crate you will receive the "Luck of the Irish" ribbon.
is copy pasted from canadian's anouncement.
It specifically states ANY permanent weapon. So my best guess is that there is a bug or something like that. -

Has nothing to do with that, I know some who won first time Winchester didn't get the ribbon and those who won Thompson got it. It would seem only Winchester is effected regardless how many you won or if you already won from that crate in the past. There are no rules only rule is to win permanent gun from ZP or GP on March 17 -
Also do not forget the temporary BM storage, I don't know if it count if you keep it there.
I don't like to have such duplicates in my storage but i transferred it just in case and yes i received the ribbon.:)
So maybe there is a problem in that "part", maybe keeping it in BM storage do not register as owned weapon in your account. Who knows ? -

I already submitted ticket and support answered it today saying distribution successful wait 24 hours and you are saying should be available on your profile already. Would you like another ticket? Its mostly all who won Winchester, and I would gladly submit again but will I get wait 24hours? Please look into it. Thanks -
[GM]Kanadian is aware of the issue Regarding Winchester and suggests any one who has been affected by that issue regarding the Ribbon to submit a ticket. However I would like a fix to all who Won Winchester as some players who might of won Winchester are not active on forums and might not know anything about Tickets and Support. Avoid any disappointment, but good thing is they are aware of it for now.
***Update*** The Ribbon has been added Manually and now appears on my profile*** for any one else with this issue send a ticket and GM will manually add it after looking into your account..... Good Luck! -
If you already submitted a ticket you do not need to again at this moment. The website may take a little while to refresh before your ribbon is visible on your profile.
