Game not running smooth like it used to

Don't know what's changed in the past while, I stopped playing this game a bunch about a year and a half ago. Came back for a bit and what I notice now is that the gameplay is really rough in terms of framerate (from what I was used to playing at). Ping seems to have stayed the same (was always somewhere in the window of 40-50) so it doesn't feel like its "lag". But what I've changed on my end was my video card and OS (GTX660ti -> GTX980 and Windows 7 -> Windows 10). Seems like I've done an upgrade on my end but the framerate became more inconsistent. Its not a constant drop, but rather its more sporadic and random where it will feel as if it dropped from 200some to somewhere in the 2 digits for about 2-3 seconds.

Anyhow, my main question would be along the lines of a potential fix for this issue? Is there a compatibility issue with windows 10 that I'm unaware of? Just seems odd that the game's quality has lessened while my computer's performance has increased. Does the competitive community just bare with it, as it would most likely disturb their aiming/flicks/reactions etc, or has there been a solution found to counteract the random framedrop?

PC specs if it helps to understand my situation:

i7-4770k
GTX 980
16GB ddr3 ram
1TB HDD
Windows 10
Internet speed is above average and I'm connected via ethernet not wifi.

Have you disabled GameDVR? I've heard it can cause frame drops and crashes in some games.
