how come i cant find any ranked matches even when i expand the search?

Not all players play at the time you do, and not so many players play ranked cause of its issues.
Maybe you could try to find out which time most ranked players play on, but I think you shouldn't play ranked at all cause of the issues mentioned above.

People usually all play if there is an event that includes ranked but majority of the time ranked is empty because of the reasons stated above.

Depends on what mode. You will never find a FFA game or a TDM but there is a lot of SnD ranked matches going on during the day. Has to be in the UK servers tho.
