Why not Foxy permanted?

Hi! There is a lot of characters in the game but there is no way to get Foxy perm. You can get it only by deposit 10k zp for first time while the 8th anniversary happens.

Actully this is a legit question I really want to know. The char "Foxy" has been out in the game for about a year but you could only get it through the pre order for that M4 and this little first time event. What if other people want to use that char too? Honestly why is it not drop as a perm char yet?

i know i feel ya but, but me and u are not gm and we cant make it perm, i could say +1 agree to make it perm, but i think that event is done, how they will track who buy it for first time already now?
