Can i use 2 rings efffects at same time ?

You can only equip one ring at a time right now.

So that means you'll get:
Hit Marker perk from ring + whatever the other 3 perks you have on that ring you have equipped. of course you can OWN more than 1 ring though each with a different perk set up.

EDIT: So for example:

Ring 1: (set up for extra EXP)
Hit Marker (default perk from this ring)
+13% EXP
+12%EXP
+10% EXP

Ring 2: (set up for Zombie mode)
Hit Marker
-chance for +3 HP on Zombie kill
-chance for +2 HP on zombie kill
-6% chance to reflect damage in ZM.

Maybe when other Rings are added in the future we'll be able to wear 1 of each type of ring. ...maybe....(could get pretty OP though....)
