We only see a portion of the list, I had 600 tickets and only saw my name a few times.

You don't "use" them. The ones in your storage are just as a reminder for you to keep track of how many tickets you bought throughout the entire event. Once you have bought a ticket, the GMs add you to a list from which they will pick a name. If you bought multiple tickets, they will put your name multiple times on that list.

The name that comes up at the end of the video is the winner of the weapon. These videos are randomly selecting the winner from the list of people who purchased tickets for the weapon raffle.
