Based on this post by Zyko, it was available as a perm item in a ZP package during last year's Boxing Day event. Therefore, I would expect this item to only be available permanently through ZP means (not to mention the Halloween Costume crate was a ZP crate). :O I doubt it would be in a GP crate, but the GMs are definitely full of surprises that is for sure 0.0

iirc it was initially a GP crate item in 2010. But knowing the management they'd never put anything decent for GP so if it does come back it'll be a ZP item.
