Because of licensing issues, some regions aren't able to create new accounts. They have their own CF versions.

Now then. M1600wner has kindly placed the map above that outlines the regions for being blocked. If you are still experiencing this issue, and you are not using a VPN, and you are actually inside one of the green areas on the map, please submit a support ticket and we will look into it.
