What about the fact that many VIPs are bought with presale discounts? Would the people who bought presale get same amount of ZP back despite spending much less AND having gotten bonuses for the preorder?

and that would take more coding and hassle. Especially since each VIP has had different preorder discounts and like the last one you could bundle VIPs in the pre-order to get even more of a discount...and then due to the issue with the Axe people who bought it before the update on it have an extra 10% off coupon for next VIP. It can obviously be done but is it worth the Dev's time to do such? It doesn't really promote more sales or anything...so the answer is likely no.
plus as stated with pre-order you got bonus temp stuff which you got to use and has since expired...how does that come into play? or should it even matter in the selling off of a VIP? -

I personally can't help you. If you sent in a ticket during the 48 hours right after buying it, the support would've refunded it for you (assuming it was your first refund EVER). If support refused, they must've given you a reason. -
