Make Shovel RD permanent?

I know we can't always get what we want/ask for but this particular suggestion should happen because we got a really good reason: Ribbons are achievements to show how much 'work' we have put-in the game to reach such goal(s), and most can only be achieved after such long periods of CF time, thus we should be rewarded handsomely. That said, 40 Ribbons should be rewarding us a permanent item like that R. Shovel, it's the least we deserve.

All ribbons from 40 and above should be 'permanent' rewarding. +1
