By using Hotspot Shield or any other ip changing softwares, does that help reducing ping?

That's a VPN and It could also get you permanently banned from the game instead.
Try to look who's on your internet ect.. and see if you could possibly kick some of them off, if not it might just be your location and nothing else can be done about it. Good Luck!
(Close any background programs that may be using your internet, Steam, Google, Skype, Ect..)
