It's Already useless. Not only are they giving an additional pink weapon with the m4, but you're getting it because you spend money. Someone can bust their ass to get 50 ribbons over a span of 6+ years for something that can be given in 5 mins by throwing money at it. Perm and temp don't even mean anything anymore because they always give everything away. Would you like seeing a bunch of temp m4 custom crystals or red dragon shovels? -

Would love if a MOD or a GM could answer this for me so that I know for sure.
Are the items permanent? If I buy one 20 dollar card from game stop and one from best buy will I get both of these items permanently?
And second, I do not live in the USA but I have family living there. Is it ok for them to buy 2 cards for me and I redeem them? Like does this break any terms of use or is this ok? Also if it is ok will I be able to redeem them outside of the US as long as they are bought from stores in the US?

No, i'm not a MOD or GM, but I think I could help you out.
I'm not sure if the weapons are permanent or not, but I will be getting the M4A1-S-Pink Crystal so, I will be able to message you once I find out.
For the M4A1 you have to buy a $10 - 500 CF Rixty Card from GameStop, and for the Desert Eagle you have to buy a $20 CF Rixty Card from Best Buy
And I'm pretty sure you can ask your family to buy the cards for you and you can redeem them. And yes, they have to be bought in the US.

Well. Idk. It was like the glock xmas gp. I bought 100 of it. 30 days. I had 100 x 30 days. After a few weeks I just had 1 with alot days
