My Computer is ownage but my fps is crap?

Core i5 (4x 2.6ghz)
Ati 5850
4gb ddr3 RAM
Windows 7 64 bit
My pc should be running this game with like 100fps+
Well: in a 8v8 this game is running at 20 fps? wtf. I look a task manager and GPU-Z and my cpu and gpu are only in use for like 20%? :S Is this game programmed real bad or what's wrong?

It's a top tier graphics card. Comparible with the gtx 285, but this card also supports directX 11.0

i got windows 7 64 vit 4gb ram
ati radeon hd 3200 i got told it wld give me 40-120fps
yet i have 20-50 on same days
i use gamebooster yet it runs smooth you should do that
with windows 7 i cnt play full screen resolution is nt appropriate nothing i can do?
i submited a support ticket they gave me a link for known ingame issues but for tht resolution
it is for vista yet we have windows 7 ? -.-

yes I could try that, but I don't think it's going to work since my system isn't in use 100% so there must be something wrong at crossfire's side
