Pretty much this. Bearing in mind if you alter a rez file/someone changed it and sends it to you and you attempt to use it, that is a bannable offence...NEVER accept rez files from someone else.
Uninstall the game, delete all local content, restart the computer, download the installer fresh and try a clean install.
