Why can't users put GIFs or images in their signature? Is there something special about images and GIFs?

No. Bad Idea. They will ruin the visual appearance of the forum. Things are perfect they way they are.

And it's an easy way for users to spot a distinct, yet fake staff member / mod.

i feel like maybe they can give this to fourm members with +1000 post. OR perhaps give it to trusted players.

They did try giving it to everyone once and it didn't end well.
It should be easy for you to imagine the reason.

Only GMs (or maybe MODs) could decide whether someone can be trusted or not and they have better things to worry about.
