I remember having to turn off Windows Firewall to join VAC secure servers for CS:GO. Turned it back on and, oddly enough, I can connect just fine.

what OS are you using? this has been an issue for Windows 10 that i know of but not for everyone...

try to uninstall and reinstall the game
