Can i be banned for unstable ping?

Can I get banned for having a ping that sometimes spikes?
Just lately my isp have been doing maintenance in the cabinet where i live so I have an unstable ping...

Is it a bannable offence? I was doing well today in team death match, not because i hack but because I learnt to play. I saved the replay myself because everyone was calling me a hack and threatening to report and on the replay I see that it's a little bit laggy but not much.

Also how can I view chat in the replay?
