Are you logged into the site?

Make sure you're logged into the site and then click here

If you login after trying to download it'll say you don't have permission

Is it possible to just delay the tournament one more week and allow more teams to sign up? I mean it should have been started by now and it seems to me it'd be better to have more teams...

See? Just delay it and make sure everything works and is running and allow more teams. Seriously no need to rush it and you weren't ready to start it on time anyway.

Redownload the zip file, it should contain all the files you need now.

You need to extract the files, you can't run them directly from the ZIP file. aupd.dll is included in that package.

From what, nobody has even downloaded the driver yet. So there is no code to cause a bugcheck. I don't know your ESG username, but I didn't see anyone named smashtime.
