Should be open for all of the Americas (North, Central, and South). They apparently didnt proof read after copy and pasting the annoucement.

The online qualifier is for a trip to pax prime, not China, and it should be open to Canadians as well. Not sure about the other stuff

It SAYS that WCA is only for USA, but I'm pretty sure all of North America can participate.
Again, it SAYS 16 is, which seems pretty accurate, but could be false. You need to have a parent accompany you at pax prime (what the open qualis are for) if you're under 13. But, you do have to be at least 16 to participate in ESL events (probably because they give out prize money).
