Answer should theoretically be no. It sounds awful to ban an innocent leader if a member or lieutenant is found violating game policies by for example: hacking. I've been around clans for years now and were never aware there is a rule stating that would happen. Just doesn't seem fair to me that I would get banned for someone else cheating. However, it is probably expected that the leader must act to rid the accused player, or at least look into the case like a responsible leader would do.
After all; one player (or multiple players) =/= the entire clan
