Found a Problem after new patch

Helppppppppppp!!!!! When I start the game, it jumps out a dialogue "HGWC, File is changed: W[2007] L[2] CShell.dll"

I have tried to reinstall the game. But the problem is still not solved.

Also I have tried to download the CShell.dll online and put into the game folder, but it says I need permission to perform this action.

How can I solve this problem? Thanks.
