IGN and Clan name change - new policy!

Does this apply to freshly made accounts? Because the IGN I'd like to use still says nickname is in use and I am 100% sure it isn't.

I read in a previous announcement about the 90 days inactivity policy for clans, but didn't remember reading about inactivity of individual characters.

Could someone clarify or point me to a page detailing the character inactivity policy? (TOS doens't seems to have this answer)

My question is:
According to the above policy change, if I didn't login/play or interact with my character in game for more than 90 days (or more), my IGN will be put free for anybody else to use it.

So what happens with my character and all stuff related if I lost my IGN? My character will be automatically deleted for inactivity too? Would it be a way to "recover" the original account/character/IGN after this "inactivity" flag took place?

It depends on your rank and what's in your account I guess.

If your IGN was to be removed due to another player wanting it, will there be a confirmation to the owner of the IGN saying/asking for their IGN to be removed via e-mail etc?
Or will it just be a case of you returning to the game after 2 years and having a completely random IGN that you had no idea about?

How long does a player have to be inactive in order for us to get the name? The name I want is inactive, but I made a ticket and z8 said the player is active. The player literally made the account and stopped playing it the same it looks like which was back in January. He literally got like 160 kills and hasn't logged onto that account since. Is there anyway I can get help with this situation or how long do I have to wait?
