Is My IP Blocked From Z8games Website Domain?

As the question stated in my thread title: is my IP blocked from z8games website domain? I have been trying to access z8games.com using chrome, internet explorer, firefox and different devices via the same internet connection from the one single router, but I always receive "this webpage is not available". Z8games.com and its sub websites are the only websites that give me problem. Running traceroute in command window gave "Request timed out" after 8 lines. I could only access the z8games.com when I use my phone hotspot or via incloak.com. So, what is this??? Am I blocked? and for what reason? I tried to disable my firewall both from window and router, and my anti-virus, but they aren't the problem. I have also submitted a technical support ticket, but haven't gotten an answer in 2 days.
