How can I have a profile picture?

I am having difficulty finding how to have a profile picture. Can anyone help me out please?

Profile pictures are not enabled right now, but you can use an avatar, which will appear under your name in posts. Click this link, then either upload an avatar, or link to an image stored at a service like Imageshack:

Avatar size limit is 100x100.
