i'm a new zealand player can i play any tournaments?

So I live in New Zealand and get 144-149 ping will I be allowed to enter tournaments? Because I've heard only people who get under or at 120 can play in tournaments? Any help would b greatly appreciated thanks (:

Yes, but generally large-tournaments only offer prizes to those in the North American region.
