Backstory: Kid gets some crazy 360 shots pre firing kids in a scrim vs carbon and playing as a sub for bio, and both teams eventually conclude that he hacks. Now he randomly pms me "Heat i didn't cheat in those scrims i have proof" and I ask him to show me and he's like "Ok i have a vid want me to send it to you on skype" obviously i said hell the **** no and proceed to tell him to upload it to youtube to which he replies "Gladly". Now after a little bit i find him in a lobby again and i ask him where the video is since it's been a couple hours and he tells me something along the lines of "I have it but i dont need to prove myself to trash like you" and then, this:

So i'm assuming you're him?You'll come to learn how to determine legitimate hackers better. Stick to being more reserved and keep getting experience/playtime. This will avoid making false hackuzations and unnecessary harassment.
Also it was blatant man. He/you was doing 360 headshots and **** nothing that gamesense could have helped.
And even if he wasnt hacking that does not explain:
A) Why he lied about having video proof
Why he had video proof and didnt want to upload it
C) Why he would flame someone calling him a hacker if he knew he wasnt a hacker -
Look at it this way. He should try to play on client and pull off those crazy shots.

Idk a lot of players claims he cheats, but i'm not entirely sure yet, only played like 3 games with him, 1 map he was amazing, next he did alright, 3rd map he went negative like 8-11... so idk, his shots were always headshots, even when he went negative, so it's kinda hard to say at the moment.. He seems pretty chill to me.. dunno yet.

That's called toggling, it's what the "smarter" cheaters do to stay off the radar, obviously if they did amazing every game no one would question whether or not they were cheating. That is a pretty redundant statement considering there's no such thing as "facts without proof", I think the word you're looking for is opinion not assumption.
