I live in Washington DC region. just wondering is the event of 15% more ZP happened or not? What is it time frame 22-24 (EST or EDT)

EDT = Eastern Daylight Time, used during the summer, in the United States and Canada. It's 4 hours behind GMT, due to daylight saving.
EST = Eastern Standard Time, used during the winter, in the United States and Canada. It's 5 hours behind GMT, because Daylight Saving ends on November 2nd, 2014.
So in this case, there is really no difference unless you're comparing time zones. You're still living in the Eastern Coast of the U.S. and following the same time zone as Toronto, Canada, regardless of whether it's summer or winter.
The event period is scheduled between 12:01 AM EDT August 22nd - 11:59 PM EDT August 24th. -
