1.Update your graphic card drivers
2.Go to Control Panel->Apperance and Personalisation->Nvidia Control Panel:
In the Nvidia control Panel
Under 3d settings, choose "Adjust image setting with preview" and set the slider to "Perfomance"
now you should get more FPS
Clean your computer using tools such as CCleaner.
Defrag game folder using Iobit Game Booster
If using vista, disable aero theme, use windows 98 theme(LOL I KNOW BUT IT IS GOOD FOR BETTER FPS) -
My guess would be that the old video drivers weren't uninstalled first. First, go to Nvidia's site and download the most recent drivers for the card. Go to add/remove programs and uninstall the current drivers. After a reboot you'll be temporarily stuck with basic VGA graphics. Now you can install the new drivers.

Dude I hope what Greycloak tells you helps. If it don't I've got nothing *whispers* he took my idea. Greycloak heard and now is mad and going to attack . I got a normal, non upgraded Dell Inspiron 530 and I push well over that. I get like 50+, 60+, even 70+ in 8vs8 games. Your setup should be able to pwn mine. HOPE you get that worked out.

Kk so uninstalled the PhyX and graphics drivers from my old card, rebooted and installed new ones, Didnt help really. i can get 30-40 fps now >.> i enabled stereo mix and it helped a tiny bit like 3-4 fps, im defraging HDD now, and im gonna clean my fans to see if this helps at all. and when i go into Medium settings my fps goes to like 70-80 but only for like 2 games and goes back down to like 30-40, and on high it just stays 30-40 for like 1 game and then drops to 20.
thanks for tips though
