It means there is electrical current mixing and overloading, most likely due to wires being damaged or loose and touching things they shouldn't.
If you are using a front-panel USB or one that you constantly plug and un-plug devices from, try disconnecting it from your motherboard, then go through the rest until you find the one that is causing the overload. In some cases it can also be the device attached to the USB. Once you figure out which one is causing the problem you can attempt to fix it if you have the knowledge to do so.
