The shooting reg is mainly fine except that people teleport sometimes and jump insanely fast on my screen. Their ping and mine are both low.

bump nope, used to have 13-14 ping stable. Now it goes from 14-19 constantly with jumps to 30s,50s,100s,500 etc. Talked to my internet provider and there's nothing wrong with my internet (Rogers). No changes made to router or internet myself. 200 Fps so it's not about my fps.
