question about making custom login

i was wondering if:

i wanted to make a custom login can i make one with animations in it?

does any one have any tips for a nooby to image manipulation? the most iv ever used it for was small high school projects!

and are there any simple themes you would suggest as my first try?

does anyone know how to edit the script if i decide to move the login box? (dont worry i always back up files befor mod or mod attempt)
