Crossfire is a Free2Play game that relies on the pay items to be profitable so it can stay open.

If you make the free items just as good as the paid items, there is less incentive to pay for anything in the game. Except for VIP and melee items, the pay and free items are very closely balanced already.

Would the increase in players make up for the decrease in willingness to spend?
It might if paid items being OP was the reason players don't continue playing this game, but the main reason why players don't stick around are the hackers and kick abusers.

Most hackers and kick abusers are doing it because they are at some massive disadvantage (usually high ping, low FPS, or just simply no skill). Making weapons more balanced won't change the fact that they are still at a disadvantage, so they'll continue hacking and kick abusing. So the players that left because of it won't return.

They game itself isn't the problem for why it so empty, it players that insist on playing a game they are at a disadvantage in and not accepting they are at a disadvantage.

Kind of obvious, isn't it? Over powered guns will attract users to buy it.

OT:
Not all zp crate weapons are that good and not every gp crate gun is weak in comparison. KSG is easily among the 3 best shotguns (GP crate) and the other 2 are m1216 (ZM reward = free) and Jackhammer. XM8 and R93 are also very good, not to mention you can get anything you really need with FP.
