Black Bars

I just got a new pc, and i can't figure out how to get the black bars on the sides of my screen while playing CF.

I can get them on my desktop if i use the lowest resolution and put maintain aspect ratio on.

Help? xD

i never figured it out last time, i reformatted my pc lol.

I just got a new pc, now i can't get them at all...
