200 in CF is Easy to get on almost anything not crap.
I used to get 210 on a Quad-Core with a 40-50$ graphics card.
CSGO at 140 youll need something at least decent. Id suggest an I5 with a mid grade GTX card, thatll do the trick for CF and pretty much any game unless you plan to play super new things like BF4 or Ghosts on PC. -

even if you would have 200 fps, won't change the fact that you blow at this game -

there is a decent mid grade GTX card. If you build your own PC with this itll be pretty affordable with an i5 processor your looking at 500-1000 for what you want depending on what other internals you get. -

That card is above mid grade imo. Great card right there. Runs csgo at 200fps on high.http://www.newegg.com/Product/Product.aspx?gclid=CIm25ufX5b0CFWZo7AodYHcA1Q&Item=N82E16814121710&nm_mc=KNC-GoogleAdwords&cm_mmc=KNC-GoogleAdwords-_-pla-_-Desktop+Graphics+Cards-_-N82E16814121710&ef_id=UxfKiwAABXIJ7fAP:20140416185729:s

I thought about getting that one for my next build or the the r9 290x. How is the 780 though?
Its beautiful. Your Crossfire Experience won't be much different, other than a much more stable 200+ though other games it performs really well. Getting above 120 in Games like COD and LoL is nice. -

Are you looking to build one? If so I can pick out your parts for you for a good build. You should download speccy and take an ss of your specs and post. That way you don't have to invest in a full computer and possibly only some parts.
