With each new version mostly new features and improvements of the API it self are added.
And since Mantle become a bit popular because of it's more low-level access(meaning it can access the hardware more directly giving the creator more control) Microsoft is or already done thinking of doing the same with DirectX.
Why Microsoft didn't do this before is probably because they didn't had to they already have control of this market since you gotta need DirectX to run your game these days on a windows.(Or you can use OpenGL a open source variant that is mostly seen on Linux variants but also works on Windows)
But most prefered using DirectX anyway and now since AMD is coming with Mantle a new API with more low-level hardware access people started to jump on that bandwagon(at least so far only a couple of games actually use Mantle, but really DirectX is still the strongest one and with dx12 giving more control to creators it will only help directX become even bigger) -

so can people manipulate drivers for graphics cards now and things of that nature? if i am understanding this correctly -

Nah people already can do that but there is really no benefit of doing that...not really worth to mess around with the drivers to gain a bit of better performance when you can just OC.
API is just a thing to make it easier for creators to create there programs/games some API's are just better created giving them more access and features. -
And when will they hack this version so we can get it free ? :P

you do realize that by "prepare your wallets" he means getting a new video card with dx12 support, right?
it's impossible to "hack" dx12 so it's compatible with your dx9 card. -

cuz I'm a big fan of D.SF the game ( Driver San Francisco ) thought they added a new version ...
