Read what the mod posted on your other thread.

From the link provided by [MOD]dot, you will need to "submit a ticket" under Crossfire, then Account Administration.

That's the specific form you will need to fill out in order to recover the account.

Understand that you will need to provide at least 2 piece of evidence, as shown on the form over there, to prove you are the true account holder.

But seeing as you already stated in your previous thread that you do not remember anything, I think it will be hard to do anything.
You might as well create your own account instead of trying to claim ownership of your brother, if it was really your brother's account.
