many ping tests done but..

I have done 30 or so ping tests to toronto and LA and my pings are nearly always.


110-115 to toronto (all servers but west coast for crossfire)
28-32 ping to LA (west coast server)

But in game I get
190-230 ping on normal servers lowest I have seen recently was 160 ping for 1 second.
140-160 on LA server.
That means Im losing about 100 ms always
.
It is not my connection laggin its Crossfire servers doing something.

Maybe its windows 7 messing with crossfire Im not sure but it is not my connection.

I am from phoenix az as well.
Anyone else from az or cali have bad pings like this?
