Quit from game - can not join again

Many players use this:
Quit from a game join and "kick" a "bad" player and if failed do it again unlimited times.
Player can change side and kick "killer" as revenge etc.
Or:
If player is killed in the begin of game, he can quit and join again and become "alive". This is dis balance.

So if player quit from a game he must be marked as "KICKED".
