Advantages and disadvantage of high fps

Disadvantage for lower FPS, no regs.
Disadvantages for having higher FPS (200) - none
Advantages for having low FPS - none
Advantages for having high FPS (200+) - almost everything regs.
This is in crossfire standards & slang pretty much.
Overall, the higher the FPS the more hits you'll be able to land and the smoother the gameplay will be.
Lower FPS and you'll be frame-skipping and lagging like there's no tomorrow. -

if you're rocking an fps below, say 5, but normal (<300) ping there might be some reg issues because you're not seeing what everyone else is seeing and shooting air, but beyond that, no.
(same obviously goes in reverse, high FPS but horrible ping also makes you shoot air)
i do believe denxi did some ladder testing but anyway, low fps does indeed make you go faster on ladders.
cause unknown. -
reg is determined by SERVER fps and your latency to it.

Obviously if you have 300+ ping that's gonna be an issue, but I think that's already obvious. -

I have a friend who has 20 ping and constantly has 5 - 10 fps due to having a desktop from the caveman era and can't reg anything, he's almost always complaining because he can't reg. But that's obviously horrible FPS, and I know that if you have at least 40-100 fps and ping lower than 100 you'll do fine, but it still causes a bit of more problems than if you had 200 FPS.

i assume OP is talking FPS ranges closer to 25 being low and 250 being high, and between those two there is no effect on reg. -

maybe your clanmate cant aim
i get 35ish ping(when im not spiking) and most of my shots reg,
playing with 200+ fps though, unless i decide to go 1920x1080, then i only get 170
