I'm a junior in high school.
Only possible way to take a regents exam is in January, June and August. Taking an RCT (for special ed kids) to become qualified for a regents exam is available prior to the actual exam dates. Are you calling yourself special ed? You sure seem like it.

Entering freshman or transfer student (both California residents and non-residents)
United States citizen or permanent resident
Demonstrated academic excellence (strength and breadth of your high school academic program, test scores, grades and other academic criteria)
Has the ability to take it early then students based on his ability to learn
