setup always freezes my computer

every time i download the setup it either downloads or stops just before its done and freezes my browser. if it works then i click it and then click run and it freezes my desktop. when i restart and try to delete it it says it is being used and i cant delete the setup can someone help me i have reinstalled windows xp to try to fix this and it still happens. ive tried all of the mirrors and the same thing happens with them all
