There was a time for that, and unfortunately that time is over. I doubt we will get it back because we had our chance before it was removed.

Maybe we'll get a perm melee in the coupon system in the near future though.

It will never get back.
The reason wasn't very convincing to me so it's blurry in my memory..
i think the reason was that.. uhm.. everyone would be able to get it and so it wont be fun or something.
i dunno, but anyway.. money is the answer.

The Machete wouldn't make you happier. Strong, but way too slow to be practical.

OT:
I got myself one of these permanent Axes when they were still around and am two ribbons from a 2 year Shovel Red Dragon, so I may consider myself lucky.
I don't think there will be a permanent melee for below 80 coupons ever again. Z8games and/or Smilegate decided it was too giving that you could get yourself permanent weapons (most of which even were good stats-wise) from as little as 50 coupons upwards. Over time, the ZP wh*res wouldn't have had anything new to get and more and more players would have had good weapons which might have stopped them from buying any more ZP.
There are many players who just get themselves one good ZP gun and then stop buying. If you now start to give out the good stuff only for certain periods, you can make people buy more ZP because their weapons sooner or later run out of time.
A smart move if you ask me.
Of course it annoys some players, but most will get over it and buy temp coupons stuff anyways...

they make a heck of a lot more money off of Melee Weapon crates than having a perm Melee Weapon under coupons
