Kick vote system

well, common issue: hackers dont get kicked and legit players get kicked instead. i dont know if it has been suggested before, but here it is:
when someone doesnt vote, it automaticly counts as a F12.
Problem: People either are too lazy to vote (so it will auto F12) or they dont know how to vote (newbies)
Solution: only make votes from people who actually VOTED count.
meaning that if there is 16 plp in the room, and 6people agreed+2people disagreed, then we shoudl only count those 8 people who voted.

Hmmmmmm...
I think I am missing how this only affects cheaters.

The vote system is a double-edged sword. The possibility of being kicked is just the price normal players have to pay to have some control over the game.

True, hackers maybe get more often kicked, but the same will happen with legit players.

Yes so basically this idea is:

We know legits get kicked day in and day out far far too much, but because people are voting to kick legits but not the hackers then lets kick even more legits.

Maybe the intention is to make all the legit players quit?
