Extreme bad Ping not normal

Hello,

first sorry for my bad english
I come from Germany

On my old PC with windows xp SP3 CF run good,i have good ping from 120-135
This PC have 512 mb ram

But now on my new PC with Windows 7 64 bit i have extreme bad pings from 140-1500
This have 4 GB ram and good Hardware

Whats that **** ?
Can I fix it or must i wait long time of a Update ?
