Noob or no?

Are we allowed to nominate other noobs or do we have to nominate veterans because i can't nominate my friend and we are starting the game together...

RANK 2ND LT (Golden bar) - The person who nominates someone gets:

40,000 GP
10,000 EXP

also friend points no longer count after that rank, and you will be removed from his/her status
